Some neighborhoods in that area are fully gentrified (German Village), some are strongly in process/nearly fully there (Merion Village), and some are on the cusp and are currently a mix of flips/rentals and more dilapidated properties (South Side). 

Unlike Oregon CA has an Antiquated subdivision ordinance that is especially germane for LA county.. lots created before a certain date  ( 1928)  for instance are non buildable on its face.. 

Hilliard, Dublin, Upper Arlington, German Village, etc (your downtown neighborhoods and great schools) are going to be a little better than the 1% rule and will get better with more units (we have a 3 unit under contract that will rent for $3000 per month for around $279k and they had 3 full backup offers).

I was listening on NPR how with software being an important part in cars, German, Chinese automobile co's are now setting up shop in the valley and cars are being test driven in San Jose & not Stuttgart.

Folks with college degree's would probably want to be around Clintonville, Short North, Grandview and German Village.  

And like all big cities of the mid west and East.. these were very divided by nationality where did the Grandparent immigrate from.. the Germans lived here the Irish lived there the Polish lived here the Italians there.   

Last year I bought a duplex in german village that needed both A/C units and ended up selling it before winter was over and never put in the A/C.
