Often too you will find the very low priced properties in rough or undesirable neighborhoods, but remember that price is specific to the market as every real estate market is "local".

Hey @Evan Torrens Philadelphia is a city close enough that is interesting, I have not been down there a lot except to look at tax sale properties which were obviously in mostly undesirable neighborhoods.

You can convert a garage into a bedroom or renovate the kitchen but if its on a small lot in an undesirable neighborhood it won't impact the value as much as you might think.

On day 3 upon searching the county sheriff  records I discover there is an undesirable neighbor that would not go well with families.

Before rent control I got rid of undesired tenants by raising rent above market and tenant would give notice.  

Every time we get an undesirable tenant, I try to figure out how to change our scoring to weed that out without restricting things so far that nobody qualifies.

No outwardly undesirable signs in the neighborhood.
