Can he be called a "wholesaler" if he delivers properties at a reduced price?

My mgt s-corp is also who HUD Section 8 or CAC or other entities pay and 1099. 

How can he do that?

If a GC is hiring all the subs, can he pull electrical and plumbing permits also or does an electrican/plumber have to pull their own?

If he is not a legitimate person in the states, how can he enter into a contract?

I will  property ownerI have two homes on this property i staying one and renting out the otherand I have a well that gives running water to both homes my renter took upon himself to keep me off of me getting any water can he do that he says because the pump sits on his side of the property he can do that what should I do

But if the wholesaler is upfront with their intentions and the seller is okay with that- how can he execute that transaction legally in your state?

If he can he will probably pay. 

He practically loses his mind if I even carry a paint can.

But how can he possibly stay in business?!
