Our framer frames for two of the bigger builders in town, we have to pass a framing inspection with the city, each mechanical trade has to be independently licensed and has to pass (and schedule) their own inspections, I have COI for each sub, etc.

No bank is gonna loan you a penny under those conditions and most hard money lenders would probably take a pass as well.Only a private lender( millionaire) might be willing to help for a huge interest rate that will make you cry.What do you want the cash for exactly,it makes a difference.My advice since you have 5 free and clear properties is too to sell the 3 worse ones for whatever cash you can get and invest it in repairing the best two into modern top of the line properties charging premium rent and maximizing the ARV.

Each one has its own culture and governed by different rules.For example, if a state requires that contractors actually take pass a test to get their license, you're going to get a different kind of contractor than states where you can simply pay for a license (like mine), even if you don't know how to swing a hammer.
