A loose coalition of mobs run Chicago and Illinois, and they have not only legalized their rackets, they have imposed them, along with new forms of coercion and extortion you would never dream of.  

The owner thinks that the tenant (manager) will flee the scene anyways when he finds out he is selling because A). he has a racket going and B) he is keeping all the money and providing no real value. 

Most kids are up until dark...if not, they are young enough to drop off with all kinds of racket going on.

When you have done enough inspections yourself to realize and rule out the big ticket items.. the slab in the basement is fine and the front brick isn't bowing too badly.. the rest is just a racket.

But welcome to BP and I wish you all the luck getting into this racket.
