I am working on a property where I had to redo the duct work for a permit we had pulled...it was cheaper to pull the gas pack out (you can sell it for good money probably) and install baseboard heating.

In Austin people were mentioning pricing similar to what you listed and they were not sure it was a complete system.And this excluded finishes.That being said, if you are adding a complete system, make sure you locate vents and ductwork.

Here in South, you pretty much need central AC anyway these days, so once the ductwork is there, switching to central heat is a no brainer.Edit: just noticed that you ARE in NC - I would replace them then, unless you are in a D area where window AC units are feasible

Duct cleaning would be an absolute must if you had major mold problems or some other health hazard, but the coil cleaning and ozone alone may get rid of the smell in the ductwork if you leave the HVAC recirculate fan on while ozone running, in which case you could leave duct cleaning up to the next people.

My initial pet agreement was written by a California RE attorney (we have made modifications to it over time including explicitly stating pet deposit will be used to place unit in a pre-pet state including cleaning of duct work and furnace).
