My investors, which are just family members and are not in the LLC, they give me cash and in exchange I pay them a percentage of the profit after a house I previously acquired with said cash sells (buy, fix, sell).

We’re located in Westchester County, NY, and our goal is to eventually get approved for more so we can purchase a house to house-hack (ideally a small multi-family).

However, the house doesn't come with the furnishings.

This usually involves putting down 20% down payment on 150K-170K houses.

I can't seem to figure out how to structure the tenant's portion of the rent while showing that a portion is being paid by the housing department.

So you own the house 100%?  

Buy a house that cash flows positive on day one. 

I had a birddog call me about a fire-damaged house he could get for $40k that was worth 325k.
