So ideally I would keep the energy creation meter in my name and the energy consumption meter would be in my tenants name.If that doesn't work, my thought is to keep the energy bill in my name and then charge my tenants for the energy consumed every month, while taking the energy produced as cash flow.

months ago i had found a tiny zip locked bag with a few crystals in it the washer and didnt think much of it til i came back from vacay/business abroad to be told by neighbors left and right that my tenants in the rental unit of my duplex have turned the place into a 'meth house' (right) and that people are up all night vomitting loudly on a nightly basis (left) and now noticed the same thing again in the dryer this time, a tiny zip lock baggy with just a couple grains of what looks like large sugar crystals.. what should i do with it?

The bill states a time frame for it being imposed, that is a measure called Public COnsumption, which is a political move on when you know the public could oppose something in it's entirety, make it appear in smaller portion, or lessor effect, to get it into law and then down the road simply expand upon it.
