When you can call your attorney's cell phone at 2:00am after being arrested for jaywalking, that peace of mind is going to cost you.

Did the tenant file a police report and have her arrested?  

Fast forward three months, police are arresting them for fraud and obtaining property by false pretenses.

Yeah, ask the court clerk what you need to do to subpoena the police officer.There should still be a public record of arrests, even if you can't get the actual report, though.  

Maybe six months later I'm at my best friend's birthday party with all the cops show up and I decided to stay because I'm 21 and I'm not doing anything illegal so they take our ids everyone who decided to stay and come back like 10 minutes later and tell me that I'm under arrest and I have no idea what for.

Long story short my Tennant got arrested for some sick stuff and if convicted will be gone for a while. 100k bail if that tells you anything.  

And they even called up applicants or previous tenants on the phone and explained to them that if they continue to stalk/harass me, that they will be arrested.  

She filed a complaint against the officers because they didn't arrest me for trespassing and throwing away her garbage she had in the walkway!

. #1 it's illegal, if the tenant can prove what you did, you'll get sued at best, or maybe arrested for theft or criminal mischief.
