Portugal offers a clearer path to citizenship (as opposed to simple permanent residency) that other countries in the EU with a cheaper golden visa program, such as Greece, which is very frequently the choice of Chinese and Russians simply looking to do long-term business in the EU.When we were in Portugal last Spring the locals were complaining about the Russians and Chinese, and Hong Kong folks buying houses for the golden visa, citizenship program too.
