Would have to do some HEAVY Due diligence and have my contractor team provide a hard estimate and realistic timeline for repairs.

The difference is likely the fees.It depends on how much the equities are making in the 401K and what rate of return you can make with real estate.If you can make 2% more annually with real estate, I will argue that you the extra return will more than cover the penalties and provide you more flexibility with access to your own funds.

Does the area offer C and C+ Amenities such as clean, physicaly safe fast foods, a major chain supermarket, etc....

In general, from a provider of a service (real estate broker, money lender, appraisal service, etc.) viewpoint here’s the classification of “clients” I’d rather avoid1.

This is another situation where it is impossible to have an informed opinion without seeing the chain of title, complaint filed by the neighbors and your husband's title policy. 

If they get defensive then they're daisy chaining it without the original wholesaler's knowledge.Also, some wholesalers may try to rush your due diligence period. 10 days for a serious buyer is doable.
