I grew up in Marin and ended up moving to Reno, NV to house hack and still be close to Lake Tahoe.A lot more approachable, but there is also other markets in CA that may work for you as well.

I have a great cleaning crew that I trained to my standards (Marine vet = "white glove inspections").

If there are any protected trees/plants/species, sometimes that's an issue as far as not that you can't necessarily not develop just because they are there, but there could be a cost involved with mitigating the impact from the project. 

We are leaving that since that is a good lumber species.
