Bribery, slow government, no high end medical.  

I hear there may be medical colleges , + 1000 jobs from some company etc. come up there to attribute to appreciation.

If there are medical bills, or something similar causing the lower score, I'd let that slide. 

But behind every notice of default is a family trying to make sense of something they never thought would happen to them.I recently spoke with a homeowner who had fallen behind after a medical emergency.

Universities will put money into new facilities for education but in many case run out of space to build dormitories.   

There are many moving parts from local laws, construction modifications and likely higher risk of liability if nothing else based on increasing the traffic with staff, medically fragile patients and family members. 

If I build a facility and it does not work (fill up) I have to wait on someone with so much moxy they think they can do it better... oh, and they are going to want to buy it for 50 cents on the dollar.
