We are looking for a good handyman who can help us with clearing up the issues that were found during an inspection and it looks like this City has a racket going and you have to use certain electricians, plumbers etc. and it is a "money grab" by the City.Has anyone else had this experience with Belleville? 

You cannot do STR within 250 feet of another one, so if you are in a nice downtown location (like my property), you're SOL until someone gives up their permit (think a racket like Taxi cab medallions in NYC were).

It's a rip off and a racket- legalized shark loaning.

There is also a federal law called RICCO, my recollection is it means Racketeering Influenced Corrupt corporate organizations. 

It's quite a racket and they have been engaged in it for many years.

Now we are learning how to do asbestos remediation which is a complete racket out here. 

I don't buy the monitoring I think that's a racket...

I think the utilities ding poor people's credit report for some racket they do, so I no longer view a $1500 charged off cell bill to be a consideration.  

Lol I would say that the cage is a decent deterrent though, as it takes a bit more racket to get to the unit...
