The contractor's insurance is likely a general liability policy and would not afford any coverage to the building itself or materials to be used on site or in-transit.As for if the contractor doesn't perform, that would not be covered through insurance.

You may be eligible for a section 1033 exchange...I don't know much about it, but it is an alternative to the 1031 that is available to people who lose their property unwillingly.

The license alone isn’t enough, you still need to materially participate in rental operations and meet the 750-hour and >50% rules.However, if you use your license actively (e.g., as an agent earning commissions), you can deduct related business expenses like licensing, education, MLS dues, and mileage on your Schedule C.If you want to be actively involved in real estate beyond just owning rentals, especially on the agent side, a license can be a good investment.

The only caveat would be to buy a fixer condo and ideally 3+ bedrooms (so you become the house alternative but this is a want, not a need).

The lease stipulates that any structures and fixtures must be removed by tenant.The tenant did not respond to my letter requesting that he speak with me about the rehabilitation of the grounds and the removal of all construction materials.
