There are investors that tried to buy the building and some of the parking to do this but were not able to agree with the owners or board of directors ‘large, international, so on and so forth’.They might be willing to do something with the building, but are not willing to give up any of their parking.As far as I can tell the first floor could be made in to underground parking, leaving 5 floors left to live on.I’m brain storming on this one, but instead of buying the building, just to ask for the ‘Right of use’ of the building?

another thing @Dawn Anastasi, is that because I was around so many different people in the military, you can learn to recognize qualities in someone, so what I could even do ( I have not researched the legality of this, I am just brainstorming) is start them out on 1 month and explain that it is to make sure that they are suitable for the chemistry of the apartment, if so and everything goes well, we continue on.

Something I've been brainstorming, if I can figure out how to arrange the time, is wholesaling, and rolling unallocated profits (i.e. those not going into advertising, closings, etc) into multifamilies.
