I have the upstairs tenant pay the heat/gas bill as they have the only thermostat control.

If they have old fashion thermostats switch to landlordstat or nest.

And if walls are opened I insulate with foam.This property was occupied last summer, when it was frequently in the nineties, the thermostat was set at 72º - 24/7, and the highest electric bill was less than $100.

If you do install any Cadet heaters though, for the love of god please pair them with the manual knob-style thermostats - the Cadet electronic programmable thermostats are maybe the single worst product I've purchased in my renovating life, and were replaced almost immediately after installing them.Doors and Trim.
