There should be a Resolution stating who has authority to sign and most title companies will require that.

The best, although MOST EXPENSIVE resolution is to run a new, separate line from the street to the house for the other unit and have the water company put in their own meter and the tenant pays directly to the water company. 

This can be done by express mail or some title companies will allow a resolution for someone else to sign for the company.
