This doesn't mean that going downstate is a bad idea but by mere density alone you'd be better off in the Chicagoland area.

My team and I are new to investing..we know someone who lives in Baltimore that suggests we take a look at Maryland to invest in an apartment building, but they're not into real estate so it was merely a suggestion. 

It merely “quits” any “claim” by Grantor to any right, title, and interest that the grantor may have in a certain property, if any such interest exists.

In general, they are not out to stand in the way of superior claims just merely to collect on any equity due the taxpayer who the lien is against.
