Which creates a crazy circular calculation that defies common sense, not unlike a lot of the other tax rules.

They're selling a product -- if you go into a hardware store and  know you need a new circular, then someone can lead you to it and help you find it. 

There area a lot of details but I like the idea of finding the park and working backwards , otherwise it is sometimes like trying to fit a square peg, in a circular hole.  

I have read articles on UDTI and UDFI and most of them are circular when they try to apply logic.
