If im thinking about this properly or if im missing something?

She was very appreciative and just signed the agreement I sent her to terminate the tenancy, so it's officially done. 

There are now so many resources and so many people to answer those questions, that you are officially negligent if you don't speak up and take advantage. ;-)That's a start.

My initial plan was to split the land into 3 different lots but the city official said it might take a decade to finish and suggested to go through SB9.

There are various posts I've written that explain why.You just need a typical Purchase & Sale Agreement with an addendum spelling out the terms, proper authorizations and proper disclosures. 

If you can’t officially split the property before the front home sells, you may need to record an easement or agreement outlining shared access or future utility work, especially if the rear home relies on shared infrastructure during the transition.Assuming the property can be split and the front home sold, you’d then own the back house free and clear.

If that still goes nowhere, consider contacting a local official or housing advocate, sometimes pressure from the outside helps.

The key is proper documentation and following IRS procedures exactly.
