I agree with everything that @Tony Christian said and would continue with a month to month agreement until they sort out there problems. 

Is there any sort of subsidy built into the mortgage, or is it just a no-down, low interest rate loan product? 

Typically these city's have unfriendly landlord laws, long evictions tenant rights that encourage bad behavior.  

I wanted to have some sort of investment towards the future.

What sort of investing are you most interested in?

I have an entire podcast dedicated to passive investor fears and almost everyone i've talked to had some sort of fear that they had to educate away.
