They require the owner to have the HVAC person setup the manifolding for each unit but the Gas folks come in and add the meters ensuring they are all connected to the manifolding you setup that supplies gas to Hot Water, Heat, Stove, etc.. for each unit.

Caps are good but don't really see water vary whether I pay it or renters because if tenants are running alot of water they are probably running alot of gas to heat it which they pay.
