What about city tax and water liens that I believe are in a senior position to the first lender.

Developing a mobile home park could be very profitable, but the costs to bring utilities (power, water, sewer/septic) can add up to hundreds of thousand. 

They would need to prove their system works before I take such a high risk.I have 23k in capitol to invest, originally saved for a home, and would be willing to put up 10k for their system to test the waters.

ADVICE: instead of going down a rabbit hole of what if scenarios, now more than ever, speak to a local expert that tracks daily numbers, sees local trends, and that can put together a game plan on whatever your buying or selling goal is and how to navigate these waters. 

When that happens, the mineral deposits start accumulating in the piping, which reduces water pressure (what you are witnessing).
