I would personally be more comfortable phasing out section 8 over time for the reason mentioned and also not having to worry about staying in compliance with the Housing Agency every year.Either way good work on compromising your position while staying in line with your strategy, keeping a good working relationship with the PM and helping rejuvenate the city.

LOL.The locks - maybe a compromise is in order, where you can put in a good latch for the inside - like one of those hotel type metal hooks that are more solid than a chain, so she can crack open the door to talk to someone and still be safe?

If the income is strong, but the credit is low and the candidate has the ability to do 2 months security then we may consider them.If the house is in a desirable area like you have mentioned I don't think you need to compromise 2 of your 3 standards right off the bat.

If the owner wants the manager to chase the rent, here's a $50 invoice that the landlord gets to pay (as opposed to the tenant).If you want to be an out of state landlord, then you will have to make compromises.

If it's more space she's looking for, I think the over-the-toilet medicine cabinet/shelving is a great compromise and doesn't require any plumbing work, i.e., less risk, comparable reward.
