By all means document your cases of people abusing the system; that will help persuade the politicians to stop/not exercising the states' inherent power to regulate health, safety, and welfare (incidentally, most states in the South and Appalachia have banned snake handling in churches.

I used to do accounting for a large church daycare and had some reporting needs.
