Rents usually go down as space goes up, it's the location of being on the ground floor for walk in/off street and having to go up elevators, or worse, steps.

the maps old and new can be found thru the fema.gov website. and if you own the property already if it is in new flood plain you can contest it. but that may require you have an elevation survey done.

Whether it is the 1200' workshop that already has plumbing and electrical (convert to ADU for much less cost than usual), a motivated seller that has an issue that you can solve for them, a purchase that for some reason has elevated risk (weigh the risk reward scenario) such as unpermitted unit, a killer BRRRR RE, a RE with under utilized zoning, etc.

Esp with the older buyers & younger ones with small children.However, a builder friend of ours put a bunch of 3 story units in a tight infill area & added elevators from the garage to each floor & they sold very fast.

I had an insurance quote of $538/yr for the whole building, but most of their build sites are in unspecified flood zones so you'll need an elevation certificate for accurate flood premium which could be another $800-1400/yr.

If you zoned for 3+ units, then make sure that the first floor elevation is high enough to meet BFE, otherwise you will not be able to get a permit (and may not be able to ensure the space on a flood policy).
