One flat has 48 qm or 516 sqft The idea to make 4 room appartments out of the seperate 2 is quite good.I want to rent the property out to another core market in which I can get higher rent.I know that I have no possibility to get them movin on the legislation side of things.

Legislation is the only thing that will save you if you don't have adequate reserves so your state and federal reps are going to be the place to start but keep in mind they are likely flooded with calls at the moment.
