As far as cost, check the natural gas vs electric charges in your area. 

The building currently uses natural gas for heating and hot water.

Consider mini‑splits at natural vacancy to cut utility load and raise rent justification; baseboards can stay until turnover.

What is typical IRR for pretty good multi-family real estate options that are more turnkey in nature than fixer uppers?
