I don't know the laws in your state but I would think if an incident occurred that requirement might come around and bite you in the butt.

CA is full of these type of laws. 

Many hate on Chicago tenant friendly laws onlie but as long as you buy in a good side of town where there are good tenants these laws have 0 influence on the management and I would assume the same is true for other tenant friendly cities as long as you buy in the nice side of that city.

A premises liability claim or any avoidable law suit is not worth the hassle balanced against limited upside these properties can generate. 

I don't know CT laws, but in Texas they have 30 days to respond to a complaint and decide if they are going to investigate the allegations.
