That absolutely no litter/rubbish cans, glass, paper items may be left outside the unit or anywhere at the exterior of the building including balconies, stairways, outside seating areas, doorways.

I have a 4 step stairway on a hill between roadway and sidewalk.

There is an exterior side door that leads to the stairway.

It was built in 1947 and has only one pump, but the pump is located in the stairway which happens to be on the far end of the house.

It is a 3 bdm 2 ba but we can only rent the bottom floor for nightly rentals due to narrowness of the stairway (fire code) so we've been debating renting the whole house on a monthly basis instead.

Please help out elderly or vulnerable neighbors.Leave snow or ice on stairways or fire escapes.

A great example for a soft-story is on a 3 story 10-unit apartment, the first floor only contains only 1 column per unit, open all way concrete garage, then in front of the cars is only a stairway to the second floor, second floor and maybe third contains the living spaces. 

Is there any law for minimum width for stairway? 

Its access is via a ladder-like stairway (if that makes sense, kind of halfway between the two) and I wonder if the loft will create liability issues although there are very good handrails there is still an edge that someone could conceivably fall off of if they were being extremely careless.

There's no rear exit so it may have to be cut and brought up a narrow stairway.
