A great example for a soft-story is on a 3 story 10-unit apartment, the first floor only contains only 1 column per unit, open all way concrete garage, then in front of the cars is only a stairway to the second floor, second floor and maybe third contains the living spaces.

Its access is via a ladder-like stairway (if that makes sense, kind of halfway between the two) and I wonder if the loft will create liability issues although there are very good handrails there is still an edge that someone could conceivably fall off of if they were being extremely careless.

Of course he will need them not to use any stairs for a week because you don't want them walking through a construction zone but it might be only a few days for a stairway and then most of the work is on your level.
