He was trying to sell his house, and I has elderly and pregant women without A/C on 90+ days with high humidity, and they get priority with me. 

Since these ppl are elderly or may not be able to work for income, what are they going to do?

Search property data for properties with high equity & perhaps out of area owners or elderly owners & contact them to introduce yourself as a local hoping to find another rental property.

There are people in San Francisco & NYC who purchase condos and let the elderly owner live in it for free until they die just to be able to buy it off-market (sellers market).

You’d be equivalent to an elderly out of state landlord who poorly self manages a property and just dealt with a few back to back evictions.

California questions: RCFE's (Residential Care Facilities for the Elderly) can care for six and few residents, but assisted living facilities can care for more than six.

So if it's an elderly mom moving in who is now a dependent of current tenant, for me that would be a different decision than current tenant asking if an unrelated roommate can move in.
