When I asked Reginal planning for their interpretation it became clear the ordinance is unreasonable for a homeowner.

Without the resources of the courts to decide if the hardship is valid or not, or the courts to provide penalties to those that just straight up lie on the statement, or to prevent landlords for unreasonably denying valid applications, I'm not sure how this dog can hunt in the short-term.If this is a long-running issue/policy this all can be done. 

What I did say was that in competitive markets it's not unreasonable for contractors to charge for bids.

Our goal is to make it a win-win for everyone, but when someone is unreasonable, you need to be able to handle that appropriately.
