This past years I’ve been working on my personal development and I noticed a pattern (I bet you’ve been here before) wherein I THINK of things that I want to excel in but later on find myself DOING the exact opposite.

A study by Harvard Public School of Health in 2018 (linked below) reported that:"People of color continue to endure rampant discrimination in the housing market: 17 percent of Native Americans, 25 percent of Asian Americans, 31 percent of Latinos, and 45 percent of African Americans report experiencing discrimination when trying to rent or buy housing"In a New York Times article (linked below), they reported that a 2012 study  "conducted by the Urban Institute and the Department of Housing and Urban Development — showed nationwide patterns of housing discrimination.

If you dont want to go on this pattern, then i would do 2-3 quotes per job.

The Board should have the resources to review his history and, if there is a pattern of misconduct, they should be able to recognize it.

If all that happens, we end up in a holding pattern until something triggers the inevitable slide down the other side of the curve.I don't like trying to predict time frames for economic shifts -- my opinion is just a guess like everyone else's. 

I have recently come across the United Tax Lien software Marketplace Pro, now patterning with Awesome REI LLC and charging $97.00 for a basic overview and then want $298 up front and $97/month for software primarily for tracking portfolio of liens.

I don't know that I agree with that but it does seem to an AWFULLY similar pattern throughout time.

Do you expect continued rent growth and appreciation due to immigration patterns + city expansion?

Yes, I segment tenant demographics by Acute and Chronic, because in my eyes that's exactly what they are, and life patterns show and follow such. 

You would benefit from doing some of your own research on migration patterns, job growth, where big companies are moving, taxes, regulations, etc.
