It also is helpful to have a California LLC in case you ever sell that property and move into another state so that you do not need to form a new LLC altogether with new operating agreement, just re-register in the new state as a new foreign LLC.

No change on the time frames as a result of the new law, so you are correct; if you don't identify within 45 days...no exchange.I've never experienced that exact situation  personally but I have dealt with clients who either wanted to start the exchange process too late or have pulled back on the idea of selling altogether.
