Can I cite my impression and complaints by the other tentant to establish whose dog is at fault, or can they just deny that their dog did it and I am then stuck with a he-said/she-said situation? 

All of this is done to avoid wasting time, and complaints and/or issues from a potential Tennant that states "They didn't know"

I have given my tenant notice to leave the premises due to over a dozen lease violations (late payment/no payment, rekeying locks, neighbor complaints, police involvement etc.)

I don't know CT laws, but in Texas they have 30 days to respond to a complaint and decide if they are going to investigate the allegations.
