My understanding is they find housing for people who have gone homeless for any number of reasons and provide rental assistance directly to the landlord (similar to section 8), but that their assistance decays after they have found employment (not sure at what rate however).

To me, this is like the most important thing.I will say that refinancing and pulling money out of single family homes is easier with banks and whatnot, and they tend to have an element of better appreciation over time to counteract a number of cons.
