To the appraiser, none of the rooms or square footage that were below grade, counted even though the basement had full size windows and was only maybe 30-40 inches in the ground.

@Chris BaxterGood point.. if the tenants stay it will never catch up to market rent unless you go through a cycle of all the tenants leaving but given how low the rents are since 2007 then they may never leave.. your occupancy rate will be high but your NOI will only inch every year.
