i then cranked up the heat, burner assembly ignited, and when i returned an hour later - all was off including the pilot light - not sure if the water got to temperature.

If it has a pilot for ignition, then you can check whether re-lighting the pilot gets it going.

Downtown has had some vacant buildings tore down and rebuilt and the Azarian marina which looks like 8 acres of decrepit warehouses has been torn down in the last 6 months which gives me hopes that development is starting to ignite.
