Just to underscore @Mike Dymski point; I recently met with a contractor in Ohio who took me to another site they were working on to show the quality of work.

It looks too much like charity to me, and of a type that underscores the financial gulf between landlord and tenant.

Nothing was happening and it looked like the construction was interrupted.This underscores my policy of not giving any money to a developer in Mexico unless I know them personally or somebody I trust knows them.
