Sorry to crush your dreams, LOL.A residential conversion might be the best thing to do, but I just doubt it, I'd say there will be more commercial ventures that could take the space.Here a theater was turned over for live theater, concerts, seminars even wedding receptions, but that town isn't like here, that might work but off hand, probably not.A bowling alley was converted into a sporting goods catalog store.

In residential or commercial it's got to do with cash or termsIf it's all-cash I never pay more than 80% of appraised value, because generally cost 10% to sell and I only have 10% equityIf it's charms I'll even consider being more than appraised value for the payment will be well under rent to the seller so that I can maximize my cash flowIt's almost like a mass release concert where the payment to going to the seller is a lot less then pleated rentIn fact many sellers will take a note with no payments or interest only payments to be able to get full value

from industry literature, I get the feeling that it saves perhaps 6-25% of water, that you will get perhaps 75-90% compliance, and you should di it in concert with installing all possible water savings methods (1-1.6 gpf toilets, low flow aeratorws and perhaps as low as 1.5 gpm showerheads (Home Depot has a nice $13 one from Delta that I like)not sure how you "install" RUBS, since you are not doing anything except picking a company to calculate and bill your tenants using a pro-rata algorithm.
