I guaranty you that a judge would rule that you modified the lease by accepting split payments in cash/check/whatever, and the fact that she is proactively seeking help from various organizations will count in her favor, not yours.

Building Dept got them to modify to a more sane every 3 years.3) Our cost is $500-$600 due to 20+ paint samples that have to be sent to lab for testing.4) If the building was constructed before 1977, no LBPI needed.

You will never be able to gauge "which is better" vs Brrrr, flip, STR, MFR, SFR, modified flip, C4D strategy etc because none is better or worse than the other they are just DIFFERENT and different operators have different success's at each.

Not sure about mainland US but in Hawaii worst case that could happen is a neighbor reports some type of building permit violation to the county - and then the county requests to inspect the property, sees something built without a permit, and then sends the property owner a notice to modify the property to correct the issue. if the property owner doesn't correct the issue after a certain period, they start fining the property daily.
