The inspector will go around to electrical outlets and if you have knob and tube in the walls and have a 3 prong outlet it will register as an open ground.

So light plumbing, painting, cabinets, tile, counters, light switches, outlets, fixtures etc...We are very driven and willing to do what it takes and more. 

The contractor that was going to install it, said I don't need a permit, because he was going to plug them into the wall outlets in each room.

I moved in and immediately replaced all of the carpet flooring in the house with engineered hardwood; I re-painted the entire interior; I replaced all kitchen appliances with new ones that I found at a discount at an outlet/scratch and dent; and replaced the water heater.
