I believe this has, to a large extent, been attained, and while it will never be perfect or without exception and life will never be fair, far too many blame race, creed, color, sex, etc. as an excuse for a lack of character.It is just too easy to blame something or someone else, rather than yourself.

They do a background investigation in my state, but as long as it was a conviction for fraud, sex crimes or asult, seems they get approved.
