Dig up a much as of the grass as you can in the area you don't want it to grow, hit any remaining roots with a 41% glyphosate (roundup) solution, cover the area in about 3-6 inches of mulch, then spot spray any grass that pops up later.

THis will continue and get worse if you continue to let it continue, meaning you give an inch they take a mile and it boils down to if you allow it. if you do cool but do not complain when they keep missing payments - get an attorney to file for eviction (or your property manager) and get it done.

And unfortunately, cities won't move an inch without that paperwork being current.Your instincts were right to call the city directly that’s often the fastest way to figure out the real holdup when contractors go quiet.
