At one property in Delaware, we drill a well and hit water at 8 feet, obviously not a good area for a basement.A third alternative is to build a house on a slab, cheaper than a basement and don't have issues with moisture issues. 

You can always revisit that once you’ve got more rentals.On the updates—roof, HVAC, solar, etc.

imagine deploying "1st Salvation Army Corp." who has older de-militarized littoral ships and flat tops, black hawks etc., all the stuff that today just get's moth-balled, to international places of disaster.
