I have a friend who owns a laundromat and he stated that his water bill has nearly tripled over the last few years (I think they are raising prices to pay for the massive project underway to completely re-do the storm drainage system in the whole city.)

On your commercial property, you might need a cleaning company, a roofing company, and a lawn service too, all of which you'd be managing.I'm guessing the tenants are not Triple Net....You might ask all those folks if they know anyone who is a PM.

However, if you think of leveraging the cash value as a "double play", then what you are contemplating doing is a triple play: using borrowed money to fund the life insurance policy that will in turn fund the real estate investments. you would be literally putting your money to working three places at one time.However, most life insurance companies will not take your premium if they know the source of funds is a home equity loan.The concept of leveraging a high cash value life insurance policy to invest in real estate is thoroughly discussed in this thread...https://www.biggerpockets.com/...If you assume the use of a HELOC on the front end of all this, it all gets done with borrowed money...

I will need to triple check to make sure there wouldn't be any overlapping restrictions by using asset dissipation, but I have not come across any so far.

If the spread is actually that big (triple check their numbers) make an offer and make that money yourself.
