If that is a high priority, would start by talking with your lender, if you liked working with them, on how your finance options would look with debt to income holding the current home as a rental to help cover that mortgage along with your new home. 

I also received a letter from the county saying that my property is in violation of several health and safety codes. 

There's a lot of good advice in these forums related to this subject with varying opinions.
