Land loans for someone beginning are very very tough to get at the rates suggested I mean I have 40 plus years at this and I could no way get rates like this as I dont beieve they exist in the open market.. thats my personal opinion of course.

Check with your local zoning/permit office.I'd stick with the existing footprint and do a complete renovation of the apartment, with the interior upgrades you mentioned.Make sure the exterior of that basement unit is weather-tight, especially after the mold you had.
