One thing that I have had long talks with my bankers is the CRE  ( community reinvestment act) which forced banks not to red line and make a certain amount of loans in their footprint even though going into it they new they would be taking loss's based on the collateral ...

Its that plain and simple.Property crime rates are failing rapidly in Downtown and Midtown Detroit and Insurance companies have claimed for years they went on a zipcode by zipcode basis, and not once in the last 10 years have they adjusted the rates down for these areas....hmmm.I'm simply saying it's not a good idea to lie to insurance companies because if you ever need to make a claim then (a) you'd be committing insurance fraud and (b) you risk having your claim denied.I have no idea if insurance companies are redlining in Detroit (they very well could be).

He's buying notes for pennies on the dollar, however, and his options will vary by the margin he buys them at.A 'class type map' of Milwaukee doesn't exactly exist, and I think they were outlawed altogether when fair housing laws were passed ;) You could, however, look up an old HUD or FHA redlining map and the damage that those housing practices accomplished is still reflected today in many areas of the city.

The practice of rating neighborhoods is called RED LINING and a licensed agent/broker is forbidden to do so.
